I have found that this isn't so bad if I pump the fuel slower rather than flat-out. I now believe the pump must be cracked, and I'll swap it for another unit. Things needed: Vagcom to manually prime the pump after filter replacement (or some way to make the pump run to bleed the air).
In worst case the engine will cut off and needs to be restarted.
